Based on what I've been seeing from Reddit, it's possible that Ippei got heavily into debt through illegal bookies, and Otani went and helped his friend by paying off the 4.5 million dollar debt.

But then when news came out, Otani's and the Dodgers' lawyers jumped in and said "Ippei tried stealing Otani's money" to make it seem like Otani didn't actually wire money to an illegal gambling organization.
